Consisting of Red Hood, Starfire, and Arsenal, The Outlaws is an international crime-fighting team based in Miami. Fighting together, they quickly formed a tight-knit bond, creating their own little family unit.
While they are currently inactive without Todd, who is working in Gotham to bring down both the Court of Owls and the League of Shadows, they still have each other's backs. Starfire and Arsenal promised Jason that they would be there for him if he wanted or needed.
